Preparation:
Place the meat, chillies, soy sauce, sesame oil, green pepper strips, and water in a large pot. Bring to the simmer and cook, partially covered, over a very slow flame for 2-3 hours or until the meat is tender to the point of falling apart. Remove from the heat and cool in the liquid. Break up the meat with a fork, and serve in a bowl with the chillies, pepper, and soy sauce jelly (the liquid should set when chilled).
