Preparation:
1. Saut‚ onions and carrot in cooking spray.
2. Add beef and cook or warm if using ground beef substitute. Add tomatoes, water, broth cube and reduce. Season and put in casserole.
3. Spread potatoes over beef mixture and sprinkle cheese. Bake at 375 degrees for 45 minutes.
