Preparation:
Brown meats together. Drain fat. Add the next 6 ingredients; cook for 5 minutes. Add tomatoes, water and rice; cook 5 minutes longer. Stir in cabbage; cook an additional 5 minutes. Pour cabbage mixture into a large casserole dish.
For Cheese Sauce: Melt margarine in saucepan. Add flour, stirring until mixture is smooth. Add Velveeta® and milk; stir until cheese is melted. Pour sauce over cabbage mixture. Cover and bake at 350° F for 1 1/2 hours. |
