Preparation:
Heat oven to 400 degrees. Cook beef and onion in 10-inch skillet over medium heat 8 to 10 minutes, stirring occasionally, until beef is brown; drain. Stir in rice, salt, pepper, soup and water. Place cabbage in ungreased 2-quart casserole. Spoon beef mixture over cabbage. Cover and bake about 45 minutes or until hot and bubbly. Top with sour cream and chives.
