Preparation:
Melt butter in heavy large saucepan over medium-high heat. Add onion and saute until tender, about 5 minutes. Add flour and stir 2 minutes. Gradually mix in broth and milk. Bring to simmer, stirring frequently. Simmer until thick, about 20 minutes. Stir in ham. Add cheese by handfuls, stirring until melted after each addition. Season to taste with salt and pepper. Ladle soup into bowls. Garnish with chives.
