Ingredients:

   1 1/2  pounds        ground beef
   1 1/2  teaspoons     caraway seeds
   1      tablespoon    vinegar
   1 1/2  cups          soft rye breadcrumbs
     1/4  cup           chopped onion
     1/3  cup           milk
   1                    egg -- beaten
   1      teaspoon      salt
   1      tablespoon    vegetable oil
   1      can           whole potatoes (16 oz.) -- drained and cut
                        into 1/4 inch slices
   1      can           sauerkraut (16 oz.) -- undrained
 

Preparation:

Combine first 8 ingredients, mixing well. Shape mixture into 1 1/2 inch balls; brown in oil over medium heat in a large skillet. Add potatoes and sauerkraut; cover, reduce heat, and simmer 10 minutes.
