Preparation / Directions:Over medium heat, melt butter or margarine in large skillet, Add onion, green pepper and groand beef. Cook until meat is browned, spoon off fat. Drain tomatoes, measuring Juice; add enough water to make 1 1/2 cups. Add liquid, tomatoes, salt, sugar, thyme and bay leaf to meat mixture. Cover; simmer 20 to 25 minutes. Stir in rice; cover; simmer 5 minutes longer. Re- move bay leaf before serving.
