Preparation / Directions:Brown beef, green pepper and garlic in a large skillet. Drain off fat. Combine cold water, soy sauce, and cornstarch and stir into meat, cooking until thickened and bubbly. Stir in mixed vegetables, water, rice and waterchestnuts. Turn mixture into a 1 1/2 quart casserole. Bake in a 350 degree F. gas oven for 25 to 30 minutes.
