Preparation / Directions:Chop vegetables. Heat butter and saute the pepper and onion until soft. Combine potato starch, milk and half and half. Add to the pan along with the broccoli and nutmeg. Add salt and pepper to taste. Bring to a boil and quickly lower heat and simmer for 20 minutes, stirring fairly frequently. May be served hot or cold.
